PT Bandarudara Internasional Jawa Barat (Perseroda) and PT Dirgantara Indonesia have officially signed a Memorandum of Understanding (MoU) at the Office of the Coordinating Ministry for Infrastructure and Regional Development in Jakarta.
This partnership marks an initial step toward strengthening synergy to support the development of Kertajati West Java International Airport as a hub for aerospace industry and economic growth in West Java.
It is hoped that this collaboration will yield widespread benefits, unlock investment opportunities, and drive progress in Indonesia's aviation and aerospace sectors.
Kertajati Airport Designated as an Entry Point for International Travel
The COVID-19 Task Force has issued Circular Letter No. 25 of 2022—reinforced by the Minister of Home Affairs Instruction No. 42 of 2022 and the Minister of Transportation Circular Letter No. 88 of 2022—designating Kertajati International Airport in West Java as an entry point for international travel.
"These Umrah flights will be facilitated by Garuda and Lion Air, both of which have confirmed their readiness to operate direct flights from Kertajati to Jeddah. Plans are in place for Lion Air to operate four flights per week, while Garuda will operate one flight per week, resulting in a total of five flights weekly," stated Dian Nurrahman, Vice President of Corporate Secretary at PT BIJB.
Dian added that to accelerate preparations for the Umrah flights, the company held a "Travel Gathering" on August 4, 2022. Attended by Umrah travel agents, airlines, regulators, and airport operators, the event resulted in a consensus among all parties to support the operation of Umrah flights via Kertajati Airport. Furthermore, committed travel agencies—hailing not only from the Ciayumajakuning region but also from Bandung—are ready to support and utilize Kertajati's flight services.
Concurrently, the Malaysian international carrier Malaysia Airlines (MH) has expressed its willingness to the Kertajati International Airport operator to serve the Kuala Lumpur–Kertajati international route (round-trip).
With the involvement of these three airlines, Kertajati International Airport is expected to see a surge in international flight activity, including the Umrah flights eagerly awaited by pilgrims across West Java. “We always prioritize communication and coordination; therefore, we have coordinated with the Ministry of Transportation, airport operator PT Angkasa Pura II, Customs, Immigration, Quarantine, Pertamina, tenants, multimodal operators, Umrah travel agents, and all stakeholders supporting Umrah operations and international flights at Kertajati Airport. We have even coordinated with the Executive Office of the President, which consistently supports flight operations at Kertajati, to ensure that the upcoming Umrah flights proceed smoothly. We will also soon coordinate with local governments and the surrounding Ciayumajakuning region to garner support for this plan,” said Dian Nurrahman.
Beyond coordination with the aforementioned stakeholders, the readiness of other supporting facilities—such as airport-vicinity hotels, hospitals, and infrastructure essential for smooth flight operations at Kertajati Airport—is also crucial.
Data from the Ministry of Religious Affairs' Directorate General of Hajj and Umrah Organization for the year 1444H (2022) indicates a potential pool of 8,657 Umrah pilgrims from the Kertajati Airport catchment area who have not yet departed.
With the commencement of Umrah and international flight operations, Kertajati International Airport is set to once again become a hub and economic magnet for the West Java region.
Management Dismisses Reports of Kertajati International Airport Lying Abandoned
MAJALENGKA, KOMPAS.com – Management of the West Java International Airport (BIJB) Kertajati in Majalengka, West Java, has dismissed rumors that the facility has been abandoned. "We assure you it is not abandoned. The terminal remains well-maintained and systems are functioning properly; we are fully prepared for commercial operations at any time, in line with the completion of the Cileunyi-Sumedang-Dawuan (Cisumdawu) Toll Road," said Ari Widodo, VP of Commercial and Technical Affairs at PT BIJB Kertajati, speaking to Kompas.com on Wednesday (July 27, 2022).
Management has continued to implement new programs to ensure BIJB’s growth, development, and operational functionality, despite a complete lack of activity during the two-year COVID-19 pandemic. Various short- and long-term programs have been prepared to develop both the airport and the various clusters within the broader BIJB AeroCity area.
PT BIJB Director Muhamad Singgih explained that short-term initiatives involve partnering with strategic allies—such as airlines and travel companies—on programs that are easily managed or "controllable," such as Umrah pilgrimages and cargo services. "Umrah flights are scheduled to depart soon, starting this coming September. We are also increasing cargo service capacity to 100 tons per day, or 3,000 tons per month," Singgih stated.
Regarding cargo services specifically, Singgih noted a continuing upward trend; while volume stood at 15 tons per day in December 2021, it has reached between 40 and 60 tons per day as of July. Other projects include the construction of a mall in partnership with the Asia Cargo Network (ACN) Group, and an airport hotel—a collaboration with PT Jaswita Jabar—involving an investment of IDR 120 billion. Meanwhile, the long-term plan involves constructing an aircraft maintenance facility spanning 84 hectares.
For the construction of this facility, BIJB is also partnering with the ACN Group, with an investment value of IDR 300 billion. Furthermore, plans include expanding cargo service capacity to 500,000 tons across a 60-hectare site, constructing an 18-hectare e-commerce business hub, and developing a business park. Ari noted that the business park cluster, in particular, is being developed in partnership with PT PP Properti Tbk-Manakib Realty. It is worth noting that the BIJB Aerocity is specifically designed as a self-contained city featuring a range of complementary facilities.
These include international-standard hotels, Hajj and Umrah facilities, an international-standard hospital, four apartment towers, residential areas, office buildings, and industrial and logistics zones, spanning a total area of 3,480 hectares. "This demonstrates our ongoing efforts to improve and upgrade.
"Especially once the Cisumdawu Toll Road—scheduled to open in December 2022—reduces the travel time from Bandung and its surrounding areas to BIJB to just 45 minutes, we are optimistic that the target of 1.7 million passengers within the first year of operation can be met," explained Ari. Looking toward the long term, BIJB is expected to reach its maximum capacity of serving 5.6 million passengers.
Kertajati and Patimban to Become Logistics Hubs
Jakarta, Indonesia.go.id – The government has decided to designate Kertajati Airport as a cargo airport hub and Patimban as a container port.
The government intends to establish Patimban Port and Kertajati Airport in West Java as logistics hubs. Consequently, the government is advancing several ongoing strategic projects, such as the high-speed railway.
"The high-speed railway will soon be operational. We will conduct trials in September 2022, and—God willing—it will be ready for operation by June of next year," said Minister of State-Owned Enterprises (SOE) Erick Thohir at the State Palace on Wednesday, August 24, 2022.
According to Erick, the operation of the high-speed railway will enrich Jakarta's transportation ecosystem, which already features the Mass Rapid Transit (MRT) and will soon operate a lighter rail system with lower passenger capacity: the Light Rail Transit (LRT).
He noted that this more comprehensive ecosystem would extend into West Java through the high-speed railway. "This will drive new economic growth," Erick stated.
Erick is optimistic that the infrastructure development aimed at boosting West Java's economy will be further complemented by the development of economic zones in Subang and Sukabumi. "We have just been tasked with developing the Subang Industrial Estate, which is an integrated area. This creates a unified connection between logistics and people," Erick said.
Logistics Systems vs. Goods Prices
Erick added that inefficient logistics systems contribute significantly to the prices of goods borne by consumers. The establishment of logistics centers is expected to reduce shipping costs while simultaneously driving local economic growth.
Furthermore, the government plans to develop an industrial estate in Subang Regency, West Java. This industrial estate will be connected to the logistics hubs at Patimban Port and Kertajati Airport.
The Subang industrial estate is located in the southern part of West Java, an area with the potential to become a new center for economic growth. The region is now served by Patimban Port in Subang and Kertajati Airport in Majalengka. According to Erick, ministers in the Jokowi cabinet held a meeting last week and decided to designate Kertajati as a cargo airport hub.
As is known, the airport's operations for scheduled passenger flights were suspended due to low demand. Additionally, the government is developing Patimban Port, which is set to become a competitor to Tanjung Priok. Construction of the port is targeted for completion by 2027.
The investment value for Phase 2 of the Patimban Port construction project in West Java stands at IDR 7.58 trillion. Meanwhile, the investment value for Phase 3 is projected at IDR 3.86 trillion and will be executed under a Public-Private Partnership (PPP) scheme.
This investment progress regarding Patimban Port stems from a visit to Japan some time ago. During a meeting with Japanese Prime Minister Fumio Kishida in Tokyo in July 2022, President Jokowi requested that Japan expedite the completion of several projects in Indonesia, such as the Jakarta MRT and Patimban Port.
"Several strategic projects for which I requested expedited completion include the Jakarta MRT—specifically the North-South line (Phase II) and the East-West line (Phase I)—as well as the industrial estate in West Papua, the expansion of Patimban Port, and the Patimban access toll road," said President Jokowi, as quoted from the official website of the Cabinet Secretariat (Setkab) on Wednesday, July 27, 2022.
Further construction of the vehicle and container terminals is set to enter the contracting phase in October 2022. "October marks the continuation [of construction]. The container terminal structure is already in place, but the equipment is not yet installed; that is what the next phase entails," explained Arif Toha, Acting Director General of Sea Transportation at the Ministry of Transportation.
Previously, Phase 1 of Patimban Port was inaugurated by President Jokowi on December 20, 2020. The government hopes that Patimban will eventually complement Tanjung Priok Port, with the capacity to handle 7.5 million TEUs of containers and 600,000 Completely Built-Up (CBU) vehicles annually.
Statistics Indonesia (BPS) reported that West Java's economy—measured by Gross Regional Domestic Product (GRDP) at current prices—reached IDR 2.21 quadrillion throughout 2021. When measured by GRDP at constant 2010 prices, West Java's economy grew by 3.74% in 2021 compared to the previous year.
Meanwhile, West Java's GRDP growth, which previously hovered above 5% annually, declined sharply in 2020 and 2021 due to the pandemic. However, in the first quarter of 2022, West Java recorded positive growth of 5.61% (year-on-year/yoy)—a rate exceeding the national economic growth and the highest on the island of Java.
The manufacturing industry, the largest contributor to West Java's GRDP, appears to be recovering in 2022. This sector recorded the highest growth and played a key role in driving the overall increase in West Java's GRDP.

Majalengka, July 24, 2025 – The President Director of PT Bandarudara Internasional Jawa Barat (PT BIJB) paid an official visit to the Regent of Majalengka to strengthen synergy between Kertajati Airport and the local government.
VP Corporate Secretary Dian Nurrahman and Corporate Secretary Manager Imam Rasyidin accompanied President Director Muhamad Singgih during the visit.
The Regional Secretary of the Majalengka Regency Government was also present; the meeting served as a strategic step to align efforts in advancing Kertajati Airport as a key infrastructure asset for regional connectivity and economic growth.
During the visit, held at the Majalengka Regent's Official Residence (Pendopo) on July 23, 2025, the PT BIJB President Director and the Regent of Majalengka discussed various airport development potentials, including expanding flight route connectivity, enhancing supporting infrastructure, and promoting the region. PT BIJB remains fully committed to ongoing collaboration with all airport stakeholders and the local government.
