Through national programs such as NAWACITA (Masterplan for the Acceleration and Expansion of Indonesian Economic Development), National Logistics System, and the National Transportation System, the government mandated airport construction and development should play a very important role and positioned to face the challenges of free trade began in 2015 when members ASEAN agreed to implement the ASEAN Economic Community (AEC) and the ASEAN Open Sky policy.The Indonesian government has given this issue a serious thought, as evidenced by the enactment of Regulation No. 1 of 2009 on flights and Transportation Minister Regulation No. 49 Year 2005 on the National Transportation System, and also the Ministry of Trasportation decisions about the structure of National Airport.
 

PT BIJB is a local government owned enterprise, formed by the West Java Provincial Government through West Java Provincial Regulation Number 22 of 2013 subsequently established on November 24, 2014. PT BIJB responsible for Land side construction, development and operation of West Java International Airport, also expanding Aerocity District which is integrated with the airport to improve its surrounding economics.
