Bisnis, BANDUNG - The West Java Provincial Government has asked the central government to open two accesses from the Cileunyi - Sumedang - Dawuan (Cisumdawu) toll road to the aerocity area and Kertajati Majalengka Airport.
The Regional Assistant for Economic Affairs and Development of the West Java Regional Secretariat Eddy M Nasution said that his party had a meeting with the Head of the Toll Road Regulatory Agency (BPJT) of the Directorate General of Highways in the Ministry of PUPR Danang Parikesit related to this matter.
"There are two things that we have said, related to access to aerocity and Kertajati Airport," he told Bisnis on Wednesday (7/15).
According to him, the land of the Cisumdawu toll road from kilometer 158 to the airport has been freed so it is just waiting for the handover process with the Director General of Highways of the Ministry of Public Works and Public Housing (PUPR).
In addition, the West Java Provincial Government has also submitted a plan to construct an elevated road above the Cikopo-Palimanan Toll Road to provide direct access to the aerocity area.
"We ask for a break through the aerocity, so there is a flyover over the toll road," he said.
However, continued Eddy, this proposal depended on the decision of the Directorate General of PUPR. If the proposal is accepted, he continued, the West Java Provincial Government will immediately discuss the funding scheme for the elevated road construction.
The BPJT has so far asked the West Java Provincial Government to process the proposal administration and its funding plan.
The plan to build access to two strategic locations in Majalengka, said Eddy, did not have to reach into the pockets of the central government. However, it did not rule out further discussion. "Technically this is their authority, may not enter, it depends on Bina Marga," he said.
The West Java Provincial Government hopes that the proposal will be processed immediately since the government has planned to operate the Cisumdawu Toll by the end of this year.
Previously, President Joko Widodo in a limited meeting on July 7, 2020 mentioned the slow land acquisition for the construction of the Cisumdawu toll road. Jokowi requested that the project be completed immediately because it is the main supporting infrastructure of Kertajati airport.
The Toll Road Regulatory Agency (BPJT) of the Ministry of Public Works and Public Works stated that the problem hampering the construction of the Cisumdawu toll road is land acquisition, especially in section V and section VI.
Head of BPJT Danang Parikesit explained that the construction of the toll road project is divided into two parts, namely the government support section I and II, and the toll road business entity (BUJT) sections III to section VI.
Danang claimed that one of the factors inhibiting the Cisumdawu toll road acquisition process was the result of the Covid-19 pandemic that had taken place since last March.
As a result, the land acquisition process, which should have started from the deliberation stage with the land owner, became difficult during the pandemic.
Then, there is also land that is currently controlled by the state-owned PTPN company, which still needs a process to be acquired.
Meanwhile, Eddy informed that currently Section VI of Cisumdawu Ujung Jaya Toll Road - Dawuan will soon be built by Citra Karya Jabar Tol (CKJT). "At the very end we want to build, we propose that there can be access to aerocity," he said.
President Director of PT Bandarudara Internasional West Java (PT BIJB) Salahudin Rafi said direct access and acceleration of the construction of the Cisumdawu Toll Road would have a major impact on Kertajati Airport operations.
"We have mapped the airport's capture area, BIJB passenger tension can be 6.7 million per year, but because Cisumdawu access has not been completed this market will still leak to Soekarno-Hatta," he told Bisnis.
He said he also communicated with CKJT who built the Cisumdawu Toll Road from sections III-VI. CKJT made sure it could complete the entire session in 2022 where access from Bandung to Kertajati and aerocity were connected. "So you can enter directly from the Cipali toll road, there will be two accesses to Kertajati," he said.
Previously, the Head of the West Java Province's Bina Marga and Spatial Planning Office A Koswara ensured that the construction of the Cisumdawu toll road would continue amidst the pandemic. Koswara ensures that the pattern of development activities is indeed carried out by business entities.
