Aspirasijabar Kota.Bandung- Located at Gedung Sate, the Governor of West Java, Mohammad Ridwan Kamil, handed over the Award of Public Information Openness to Public Bodies with an informative rating.

 

Ijang Faisal as Chairman of the West Java Information Commission, said this award was not an arena for contestation between public agencies, but we must interpret it as a measure of implementation of public information disclosure in West Java. It can be seen clearly that this year, the efforts of public agencies to improve themselves deserve high appreciation.

 

This year, the Information Commission (KI) of West Java Province conducted monitoring and evaluation by optimizing online media, both during the socialization of the implementation of monev until the final stage of awarding the ranking of public bodies.

 

Through this 2020 Monev, West Java KI hopes to get the following picture:

First, the application of the KIP Law on Public Bodies in West Java.

 

Second, to encourage Public Bodies to be more transparent and accountable regarding the implementation of handling Covid-19.

 

Third, fulfill the right to public information in the implementation of the Covid-19 response.

 

Fourth, encourage public participation in preventing the spread of Covid-19.

 

Until the deadline for returning the Monev questionnaire dated 25 September 2020 at 24.00 via e-mail KIP Jabar, it was recorded that from 118 Public Bodies in West Java, 73 returned SAQ on time and 4 public agencies returned SAQ late.

 

The participation of public agencies returned the SAQ to around 65%.

 

It was recorded that 45 public agencies did not follow the next Monev stage, 4 were late and 41 others did not submit SAQ at all.

 

Among the 45 Public Bodies, namely: 3 District / City Governments, 14 Regency / City KPUs, 2 District / City Bawaslu, 4 BUMDs, the rest are West Java level vertical institutions and political parties.

 

Based on the results of the visitation, the following facts were found:

First, most public agencies have not been maximal in carrying out their functions and tasks of public information services.

 

Second, the cut budget for handling Covid-19 until the existence of a WFH policy during the Covid-19 pandemic was the main complaint of almost all PPIDs (Information and Documentation Management Officers).

 

Third, there are PPIDs who do not yet understand their main function. Fourth, many community members do not understand the SOP for requesting public information.

 

Based on the results of the plenary meeting of the Monev assessment team, there were 3 District / City Governments who won the informative ranking, namely: Bandung Regency Government, Bekasi City Government and Bandung City Government. Bandung Regency Government pocketed the highest accumulated value of 84.03% among 27 Regency / City Governments throughout West Java.

 

The ranking towards informative was won by six District / City Governments.

 

It was quite informative that it was achieved by six District / City Governments. Eight District / City LGs were deemed less informative.

 

The three regencies / cities ranked uninformative, namely: Sukabumi City Government, Garut Regency Government and Kuningan Regency Government.

 

In addition to the ranking, there are several Regency / City Governments that achieve the best rank specifically per category. Pemkab Bandung won the best ranking for 4 categories: Periodic, PPID, Anytime and As well as Merta. Bekasi City Government won 3 categories: LLIP, PPID and SLIP. Bogor Regency Government won 2 categories: PPID and SLIP. Majalengka Regency Government won the best PPID category.

 

For the type of BUMD Public Agency, not a single BUMD in West Java received an informative rating. There are three BUMDs that won the ranking towards informative, namely: PT BJB, PT BIJB and PT Jamkrida. One BUMD that achieved a fairly informative ranking was PT Jaswita. Meanwhile, PT Jasa Sarana and PT Tirta Gemah Ripah were rated as less informative. Other BUMDs in West Java scored uninformative ratings.

 

West Java Province Bawaslu with an accumulated final score of 96.19%, is a West Java level institution that has achieved an informative rating. There are three institutions that have won the ranking towards informative, namely: West Java PMI, West Java Provincial KPU and West Java Provincial BNN.

 

A number of 7 institutions at the West Java level won the title of being uninformative because they did not actively participate in returning the SAQ atl KPID West Java Province.

 

It was recorded that 7 Regency / City KPUs that won informative ratings were KPU Bandung Regency, Cirebon Regency KPU, Bogor City KPU, Tasikmalaya City KPU, Bandung City KPU, Majalengka Regency KPU and Kuningan Regency KPU. There are 14 Regency / City KPUs in West Java Province that won the uninformative predicate because they did not actively participate in returning the SAQ.

 

All District / City Bawaslu throughout West Java participated in Monev 2020, participation was very high among other public bodies. Bawaslu of Ciamis District won the Informative rank, 8 District / City Bawaslu won the ranking towards informative, 8 District / City Bawaslu won the informative ranking, Purwakarta and Karawang Bawaslu won the uninformative rating.

 

And among 16 political parties in West Java, only one submitted the SAQ, namely the West Java DPW PKS with an accumulated final score of 88.57%. As a result, the West Java DPW PKS won an informative ranking among Political Parties in West Java. Meanwhile, 15 other political parties received an uninformative rating because they did not hand over the SAQ again until the deadline for returning SAQ.
